Well, yours truly had nothing to do with the design of this one nor tagged it with the title 'axle stillage'. I'd say, by looking at it, it was some secondary part of an axle but certainly not a full axle. maybe a suspension leaf or stay or stiffener for the chassis of a vehicle. Whatever it is those in the automotive industry will be able to tell it apart from an engine or a wheel. I can tell you however that the additional short post sockets are so that the width of the supports can be set at wider intervals.
